It establishes minimum standards for the regulation of various forms of intellectual property (IP) by national governments, as applied to nationals of other WTO member states. [3] The TRIPS Agreement was negotiated at the end of the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) between 1989 and 1990[4] and is administered by the WTO. With regard to the application of the agreement, industrialized countries had 1 year to bring their legislation and practices into line with the agreement. This period has been extended to 5 years for developing countries and countries that have moved from a centrally planned to a market economy and to 11 years for the least developed countries. Notifications – Members` Transparency Toolkit Members exchange information on their intellectual property laws, regulations and practices through submissions to the TRIPS Council. The toolkit contains procedures for the exchange of information and other tools for the transparency work of members. 2. Appropriate measures may be necessary, provided that they are consistent with the provisions of this Agreement, to prevent the abuse of intellectual property rights by rightholders or the use of practices that unreasonably restrict trade or affect the international transfer of technology. Other intellectual property agreements covered by the TRIPS Agreement: the Paris Agreement, the Berne Convention, the Rome Convention and the Integrated Circuits Treaty.
